Ministry of Industry Revises Regulation on Supervision of Cigarette Rolling Machines

The Ministry of Industry (“ Kememperin ”) will revise Regulation of the Minister of Industry (“ Minister ”) No. 72/M-IND/PER/10/2008 on Registration and Supervision of Cigarette Rolling Machines (“ Permenperin 72/2008 ”). Under the upcoming revision, the registration procedure will be conducted through the National Industrial Information System (“ SIINas ”), thereby introducing a new mechanism aimed at enhancing industrial governance.

“We will conduct a public consultation to expand the scope of regulation in the revision of the Permneperin to cover both Cigarettes and their filters,” said the Director of the Tobacco Products Industry at the Ministry of Industry, Merrijantij Punguan Pintaria, to Hukumonline.

Tobacco product industry (Industri Hasil Tembakau– “ IHT ”) are goods classified as controlled products, whereas all raw materials and supporting materials are considered unrestricted goods. This distinction is increasingly important in light of the growing complexity of tobacco industry regulations and technology, as well as the need to harmonize with higher and more recent regulations, such as Regulation of the Government No. 28 of 2024 (“ PP 28/2024 ”) on Implementing Regulation of Law No. 17 of 2023 on Health (“ UU 17/2023 ”).

“The revision is necessary to ensure that supervision of the tobacco products industry, including the use of cigarette rolling machines, aligns with policies on combating illegal cigarettes and consumer protection,” she explained.
