Ministry of Industry Tightens the Regulation on Pollutant-Based Emission Reduction

The Ministry of Industry (“Kemenperin”) is currently drafting a regulation concerning emission reduction policies for industries based on pollutant types. Head of the Green Industry Center, Apit Pria Nugraha, stated that the regulation being developed will not only focus on greenhouse gas (“GHG”) pollutants but also cover other types of industrial pollutants, such as those affecting air, soil, and water.

“Only less than 10% of industries have managed to reduce their pollutants. The rest must be compelled through regulation. Therefore, we will begin imposing emission limits on certain industrial sectors,” said Apit to Hukumonline.

For air pollutants, Apit explained that the drafting of this regulation by the Ministry of Industry is based on outdated regulations that are no longer relevant. Aspects such as categorization, thresholds, and ambient emission quality standards are no longer aligned with the characteristics of industries that have varying levels of emission intensity.

“Including for air pollutants, we are currently conducting a review and analysis to develop a roadmap for emission control and reduction,” he explained.

Apit confirmed that this regulation will gradually tighten the emission monitoring across all industrial sectors starting in 2027, focusing on GHG emissions in four industrial subsectors: cement, pulp and paper, metals, and fertilizers.

Later, data on emission mitigation actions from each industry will be collected through a reporting system that is currently being prepared. The Ministry of Industry also ensures that funding policies that do not burden industries will be another key element incorporated into the policy plan.
