Ministry of Law Drafts Regulations on Song and Music Data

The Government, through the Directorate General of Intellectual Property (Direktorat Jenderal Kekayaan Intelektual – “DJKI”), is currently drafting technical regulations on the collection of data on song and music. The formulation of this regulation is mandated by Article 5 of Government Regulation No. 56 of 2021 on the Management of Copyright Royalties for Songs and/or Music (“PP 56/2021”). This regulation opens the way for the establishment and strengthening of Song and/or Music Data Center (Pusat Data Lagu dan/atau Musik – “PDLM”) as an integrated system for the management of music royalties and licensing in Indonesia.

“By establishing a PDLM that is integrated with the Song and/or Music Information System (Sistem Informasi Lagu dan/atau Musik – “SILM”), it is expected that the process of royalty collection and licensing can be carried out easily and accurately, serving as a valid data source,” said Hermansyah Siregar, Director General of Intellectual Property at the Ministry of Law, to Hukumonline.

DJKI is targeting the continuation of discussions on Regulation of the Minister of Law (“Minister”) concerning the collection of song and/or music data, as well as the integration of the PDLM with the SILM, during the July–December 2026 period. This policy will also be aligned with the provisions of Article 46 of Regulation of the Minister of Law No. 27 of 2025 on the Implementing Regulations of PP 56/2021 (“Permenkum 27/2025”) and the provisions governing Non-Tax State Revenue (Penerimaan Negara Bukan Pajak – “PNBP”).
