Ministry of Marine Affairs and Fisheries Revises Marine Resource Balance Regulation

The Ministry of Marine Affairs and Fisheries (Kementerian Kelautan dan Perikanan – “KKP”) is preparing to integrate the Marine Resource Balance (Neraca Sumber Daya Laut – “NSDL”) into a new legal framework. The adoption of the NSDL has commenced through a Draft Government Regulation (RPP) that amends Government Regulation No. 60 of 2007 concerning the Conservation of Fish Resources (“PP 60/2007”).

“We continue to disseminate the marine resource balance. It has also been incorporated into the revision of PP 60/2007,” stated Ahmad Sofiullah, Head of the Working Team on Conventions and Marine Resource Balance at KKP.

This measure is intended to ensure that the implementation of NSDL has a robust regulatory framework to govern various utilization activities within conservation areas, ranging from the development of premium tourism and carbon credit schemes to the utilization of core conservation zones. The integration of the NSDL into the revision of PP 60/2007 will also be followed by updates to Regulation of the Minister of Marine Affairs and Fisheries No. 31/PERMEN-KP/2020 concerning the Management of Conservation Areas (“Permen KP 31/2020”).

Cora Mustika, Head of the Working Team on Expansion and Designation, explained that revisions to the ministerial regulation are necessary within the framework of a collaborative conservation area management model. “Following the revision of PP 60/2007, we will proceed with revising Permen KP 31/2020,” she added.
