
Ministry of Trade Prepares List of Regulation Revisions for the 2026 Regulatory Drafting Program

The Ministry of Trade (Kementerian Perdagangan – “Kemendag”) is in the process of finalizing a list of regulations to be included in the 2026 Regulatory Drafting Program (Program Penyusunan – “Progsun”). The Head of the Legal Bureau of Kemendag, Rifah Ariny, stated that dozens of regulations are targeted for completion this year.
“There are approximately 30 draft regulations proposed for inclusion in the 2026 Progsun,” Rifah told Hukumonline.
Of the approximately 30 draft regulations, several consist of Draft Regulations of the Minister of Trade (Peraturan Menteri Perdagangan – “Permendag”) that are intended to be revised. According to Rifah, nearly every Directorate within the Kemendag has proposed the drafting or revision of regulations in accordance with their respective regulatory needs.
By way of example, the Directorate General of Domestic Trade has proposed an evaluation and amendment to Permendag relating to the Organization of Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko – “PBBR”). In addition, there are also draft Permendag of a general nature, including those concerning the management of State-Owned Assets (Barang Milik Negara – “BMN”).
