Ministry of Trade to Issue Implementing Regulation on Reporting Obligations for PPMSE

The Ministry of Trade (“Kemendag”) is preparing an implementing regulation for Regulation of the Minister of Trade No. 19 of 2026 (“Permendag 19/2026”) on the Implementation of Trading Through Electronic Systems (Penyelenggaraan Usaha Perdagangan Melalui Sistem Elektronik – “PPMSE”). The implementing regulation will set out the procedures for complying with the periodic reporting obligations applicable to PPMSE.

“There will be periodic reporting obligations, which will later be set out in an implementing regulation” said Iqbal Shoffan Shofwan, Director General of Domestic Trade at the Ministry of Trade.

According to Iqbal, the reports will be required to include information on: 1) the sale of domestically produced goods through the platform; 2) the participation and business activities of Micro- and Small-scale Enterprises (Usaha Mikro dan Kecil – “UMK”); and 3) compliance with contractual obligations, particularly with respect to transparency and consent for any amendments to contractual terms between the platform and merchants. The reporting obligation is expected to be fulfilled on a periodic basis, with the reporting frequency currently under consideration being either monthly or quarterly.

"Whether the reports will be submitted every month or every three months is still under consideration. Our primary objective is to monitor the sale of local products, particularly those offered by micro-, small-, and medium-scale enterprises (UMKM)," he added.
