National Carbon Economic Value Committee Develops National Green Growth Strategy

The Government, through the Steering Committee for the implementation of Carbon Economic Value (Nilai Ekonomi Karbon – "NEK") Instruments, is currently developing a National Green Growth Strategy. Mari Elka Pangestu, Vice Chair of the National Economic Council (Dewan Ekonomi Nasional – “DEN”), explained that the strategy is intended to support Indonesia's long-term low-carbon development agenda.

“The strategy is currently being discussed through the Indonesia Climate and Growth Dialogue in collaboration with the steering committee established under the Presidential Regulation on NEK,” Mari told Hukumonline. 

Mari explained that the development of the strategy is aligned with Presidential Regulation No. 110 of 2025 on the Implementation of Carbon Economic Value Instruments and the National Control of Greenhouse Gas ("GHG") Emissions ("Perpres 110/2025"), together with its implementing regulations, which are currently being prepared. According to her, the strategy is primarily intended to harmonize the macro-level policies formulated by the relevant sectoral ministries.

The strategy is designed to cover at least the next two years as part of Indonesia's preparations for revising its Nationally Determined Contribution ("NDC"), with the aim of enhancing the quality and credibility of the country's climate commitments. Mari added that the National Green Growth Strategy is expected to be incorporated into the next National Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Nasional – "RPJMN"), which is currently being prepared by the National Development Planning Agency (Bappenas).
