National Energy Council Maps Out Obstacles to RUED Implementation

The government is promoting the implementation of Regulation of the Government No. 40 of 2025 on National Energy Policy (“Regulation of the Government”) through the formulation of a National Energy General Plan and Regional Energy General Plan (“RUED”) in all provinces. The National Energy Council (DEN) has identified a number of obstacles, particularly regarding regulatory consistency in the implementation of the RUED prior to the latest Regulation of the Government.

“Regulatory obstacles. This has been a concern in the energy sector, as the Law on Regional Government only makes it an optional sector. So it is not strong enough when submitting the regional budget (APBD),” said Azari Sauki, Junior Expert Planning Officer at the Secretariat-General of the National Energy Council.

He explained the regulatory obstacles, particularly in terms of funding, in implementing the RUED because energy is not a primary sector in the submission of the Regional Budget (APBD). In addition, there is a lack of synchronization between the electricity projects in the RUED and PLN's Electricity Supply Business Plan.

Azari emphasized the need to prepare the RUED in accordance with the procedures regulated in the laws and regulations. The RUED needs to include an energy transition program that optimizes the potential of new and renewable energy (EBT), waste-to-energy power plants, geothermal energy, and various other EBTs.
