
Network Leasing in the EBET Draft Bill: Commission XII Priority

Commission XII of Indonesia’s House of Representatives (“ DPR ”) is currently reviewing a number of Draft Bill, including Draft Bill on New and Renewable Energy (Energi Baru dan Energi Terbarukan- “ EBET ”), Draft Bill on Oil and Gas (“ Migas ”), and the Draft Bill on Electricity. Commission XII member Eddy Soeparno stated that, among these, the EBET Draft Bill remains the priority for completion this year.
“The first is the EBET Draft Bill, followed by the revision of the Oil and Gas Law, and only then will we discuss the Electricity Law,” Eddy told Hukumonline.
The obstacles that previously arose in discussions with the Government regarding network leasing are nearly resolved. According to Eddy, there are four topics under debate in the network lease provisions, of which three have already been agreed upon with the Government.
“Thus, moving forward, the next stage will be discussed jointly in the DPR,” Eddy stated.
This discussion is important because network leasing is also addressed in the Electricity Draft Bill. It is expected that network leasing provisions will not overlap between the two regulations.
