The Ministry of Finance, through the Directorate-General of Customs and Excise (“DJBC”), is currently overhauling regulations by drafting a Draft Regulation of the Minister of Finance (“RPMK”) on Duty-Free Shops and an RPMK on Bonded Logistics Centers. These regulations will replace the old framework based on Regulation No. 204/PMK.04/2017 of 2017 on Duty-Free Shops (“PMK 204/2017”) in order to create a more modern, accountable, and competitive management system for Bonded Warehouses (TPB).
“Discussions are currently underway with the Directorate-General of Customs and Excise (DJPP),” Padmoyo Tri Wikanto, Director of Customs Facilities at the DJBC, told Hukumonline.
The drafting of this RPMK aligns with reforms implemented in other customs facility regulations, such as the mandatory CEISA 4.0 system and the implementation of electronic submissions via the DJBC Portal and the Indonesia National Single Window (“SINSW”) system. Furthermore, the Duty-Free Shop RPMK will also require duty-free shop operators to integrate their inventory management systems (IT Inventory) in real time with the customs system.
