New policy mechanism for DHE SDA will be implemented for 1 year.

Coordinating Ministry for Economic Affairs will soon implement the Draft Regulation Government (Rancangan Peraturan Pemerintah/RPP) on amendment to Regulation Government No. 36 of 2023 on Export Proceeds from the Concession, Management and/or Processing Activities of Natural Resources (“ PP 36/2023 ”). This new policy mechanism is accompanied by tax incentives for income tax (Pajak Penghasilan– “ PPh ”) on interest income from the placement of Export Proceeds (Devisa Hasil Ekspor– “ DHE ”).

“The draft amendment of PP 36/2023 is in the process of being established, as a strategic step by the government in Q1 2025,” said the Coordinating Minister for Economic Affairs, Airlangga Hartarto, at the press conference for the Economic Growth of Q4 2024.

This new DHE policy will be applied to the coal mineral sector as well as other natural resources (Sumber Daya Alam– “ SDA ”), including palm oil, fisheries, and forestry. However, the oil and gas sector are excluded from this regulation.

In addition, DHE can also be used as credit collateral if exporters need financing from banks.

“Preparations are already in place, soon to be announced,” he concluded briefly.
