New RPP on RTRWN to Be Issued Soon, Setting Strategic Direction for Development Areas

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (“ATR/BPN”) is currently finalizing the Draft Regulation of the Government on National Spatial Plan ("RPP RTRWN"). The Director General of Spatial Planning at the Ministry of ATR/BPN, Suyus Windayana, stated that the RPP is currently at the stage of inter-ministerial sign-off and will soon be submitted to the President. He further stated that the regulation will refer to the National Long-Term Development Plan (Rencana Pembangunan Jangka Panjang Nasional - "RPJPN") and the National Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Nasional - "RPJMN").

“Of course, this must refer to how spatial planning in Indonesia is aligned with the revised RPJPN and RPJMN. The RTRWN must be adjusted accordingly,” Suyus said to Hukumonline.

Suyus explained that the RPP RTRWN establishes policy strategies for the realization of development areas, which are to be pursued through the sustainable optimization of spatial areas via the downstream development of key commodities and the strengthening of upstream–downstream linkages. In addition, this priority program is focused on advancing the downstreaming of key commodities while maintaining integrated upstream-to-downstream coordination.

The Government is also strengthening the functions of National Activity Centers (Pusat Kegiatan Nasional - "PKN") and Regional Activity Centers (Pusat Kegiatan Wilayah - "PKW"), as well as designating Special Economic Zones (Kawasan Ekonomi Khusus - "KEK") or priority Industrial Estates (Kawasan Industri - "KI") as National Strategic Activity Centers (Pusat Kegiatan Strategis Nasional - "PKSN") for economic growth.
