The Government continues to strengthen digital transformation in the government procurement system for goods and/or services (Pengadaan Barang/Jasa Pemerintah – “PBJ”). This effort is manifested through the harmonization process of regulations concerning electronic catalogs in digital-based procurement.
“The draft regulation of the National Public Procurement Agency (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah – “LKPP”) on electronic catalogs in PBJ is currently undergoing the harmonization process,” stated Unan Pribadi, Director of Harmonization of Laws and Regulations III.
Substantively, this regulation is prepared as a follow-up to the provisions under Presidential Regulation No. 16 of 2018 on Government Procurement of Goods/Services, as most recently amended by Presidential Regulation No. 46 of 2025 (collectively referred to as “Perpres 16/2018”). The regulation covers the management of national, sectoral, and local electronic catalogs; mechanisms for the listing of goods and services; management of online stores; the e-purchasing mechanism; as well as the supervision system for the implementation of electronic catalogs.
