The government will optimize Non-Tax State Revenue (“PNBP”) across all Ministries/Agencies. This is outlined in the Draft Regulation of the Minister of Finance on the Types and Tariffs of Volatile Non-Tax State Revenue, which applies to all agencies managing PNBP.
“The process is currently in the final stages of conceptualization and harmonization with related regulations, which is the implementation of the provisions of Article 14 paragraph (1) letter a of Regulation of the Government No. 44 of 2025 on Procedures for the Determination of Tariffs, Management, and Settlement of Objections, Relief, and Refund of PNBP ("Regulation 44/2025"),” said an internal source of Hukumonline at the Directorate-General of Budgeting (DJA) of the Ministry of Finance.
The substance of the regulation on volatile types of PNBP will include revenue from naming rights, the sale of publication printing rights, the remainder of exhibition implementation, technical training based on demand, promotional space provision services, and other costs at facilities that have been regulated in terms of tariffs for the use of state-owned assets. It also regulates a transparent and accountable tariff setting mechanism in accordance with the principles of Good Government Governance.
