New Standards for the Disbursement of Special Allowances for Healthcare Workers in 3T Regions

The Government is finalizing Draft Regulation of the Minister of Home Affairs ("Draft Regulation") on the Management of Non-Physical Special Allocation Funds (Dana Alokasi Khusus – “DAK”) for the Health Operational Assistance (Bantuan Operasional Kesehatan – “BOK”) Special Allowance Fund. The regulation is intended to govern special allowances for healthcare workers serving in Disadvantaged, Frontier, and Outermost Regions (Daerah Tertinggal, Terdepan, dan Terluar – “3T Regions”), as well as island regions.

"The regulation is currently undergoing the harmonization process to refine the allocation proportions and the procedures for disbursing special allowances to healthcare workers (“Nakes”) serving in priority regions," said Agus Fatoni, Director General of Regional Financial Development at the Ministry of Home Affairs (“Kemendagri”).

The Draft Regulation focuses on harmonizing the norms and mechanisms for the comprehensive management of Non-Physical DAK by standardizing reporting schemes to ensure that the use of funds is properly targeted and accountable. It also includes the implementation of an Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik – “SPBE”) to promote greater transparency in the management of operational funds at healthcare facilities (fasilitas pelayanan kesehatan – “Faskes”) located in 3T Regions.
