The Ministry of Marine Affairs and Fisheries (“KKP”) is preparing a Draft Presidential Regulation (“Draft Regulation”) on the 2026–2029 Action Plan for Accelerating the Implementation of the National Fish Logistics System (Sistem Logistik Ikan Nasional – “SLIN”). The Draft Regulation will regulate fish supply and distribution, connectivity, as well as cold chain facilities and infrastructure.
“This Draft Presidential Regulation stipulates that the action plan covers fish supply and distribution, as well as the management of facilities and infrastructure,” said Ahmad Al Farisi, Director of Infrastructure and Facilities at the Directorate General of Strengthening the Competitiveness of Marine and Fisheries Products.
Ahmad explained that private-sector partnerships will be among the matters regulated under the Draft Regulation. Private-sector business actors and members of the public will be expressly provided with opportunities to actively participate in three key areas of the fish logistics supply chain: procurement (purchasing), storage (warehousing/cold storage), and/or transportation (transportation/distribution).
In addition, the proposed regulation will open opportunities for alternative sources of financing, including partnership schemes with the private sector for the development of cold chain infrastructure. Accordingly, the role of the private sector will not be limited to that of an operator but may also extend to that of an investment partner.
