Director-General of New Energy, Renewable Energy, and Energy Conservation (“EBTKE”), Eniya Listiani Dewi, said that she is still waiting for further discussions on the Draft Bill on New Energy and Renewable Energy (“EBET Draft Bill”) with Commission XII of the House of Representatives of the Republic of Indonesia (DPR RI). There has been progress in discussions within the government, particularly on the article concerning electricity network leasing.
"But with the State Electricity Company (“PLN”), there has been a lot of progress regarding network leasing. It has started to open up," Eniya told Hukumonline.
Eniya explained that the government and PT PLN (Persero) refer to the provisions on network leasing, as regulated in Law No. 30 of 2009 on Electricity, as amended by Regulation of the Government in Lieu of Law No. 2 of 2022 on Job Creation (collectively referred to as “Law 30/2009”). The agreement on network leasing has opened up access to the use of the electricity network.
She believes that the adoption of the substance of network leasing from Law 30/2009 into the EBET Draft Bill should not cause any debate. This is because the regulatory language has been adjusted to the existing agreement and is intended to strengthen the provisions that are already in force.
