The Draft Bill on the Third Amendment to Law No. 10 of 2009 on Tourism (“Tourism Draft Bill”) is still in progress. The Association has also provided proposals within the regulatory framework, namely related to merger of the board.
In Law No. 10 of 2009 on Tourism (“Law 10/2009”), there is currently the establishment of the Indonesian Tourism Promotion Board (Badan Promosi Pariwisata Indonesia - “BPPI”) / Regional and the Indonesian Tourism Industry Association (Gabungan Industri Pariwisata Indonesia - “GIPI”).
“The board that is entrusted, at the time of its establishment, was not immediately accepted by every local government, nor by the central government. Therefore, the Promotion Agency only existed in 2016-2017,” said Maulana Yusran, Vice Chairman for Organizational Affairs of the Central Board of the Indonesian Tourism Industry Association, to hukumonline.com.
The implementation of the institution is not maximal and the derivative regulations do not explain rigidly. Another issue is that tourism actors are not part of the Board. Meanwhile, the Tourism Industry Association has a concept that is almost similar to a tourism board, but the government has not established this.
“Therefore, we propose that the Promotion Board be merged into the Tourism Industry Association. Then, the function of the Tourism Industry Association will be strengthened to become the Indonesia Tourism Board,” said Maulana.
