Proposal for the Establishment of a Specialized Agency for the Management of Lobster Seed (Puerulus)

Yudha Trinoegraha Adiputra, a lecturer in Fisheries and Marine Science at the University of Lampung, has proposed that the Government establish a Specialized Agency for the Management of Lobster Seed (Puerulus) (Badan Pengelola Benih Bening Lobster - “BBL”) and an integrated lobster aquaculture system. According to him, the establishment of this specialized agency is essential to improve the governance of BBL and to address the persistent problem of smuggling.

Yudha further proposed that the Agency be responsible for overseeing operational activities on an integrated basis, covering the entire process from the collection of lobster seed (puerulus) through to lobster aquaculture. The establishment of the Agency would enable the Ministry of Marine Affairs and Fisheries (“KKP”) to focus on its role as the regulator and quality control authority, while operational functions would be carried out by the specialized agency.

“The Ministry should not be directly involved in issues arising at the fisher level, as doing so may give rise to social conflict or create a negative public perception of KKP as becoming excessively involved in operational matters at the grassroots level,” he stated.

To support the Agency's operations, Yudha proposed the use of automated counting machines and automated packaging machines with specially controlled pressure. The adoption of such technology is intended to improve the accuracy of operational data while preserving the quality of the lobster seed (puerulus) throughout the distribution process.

In addition, Yudha stated that the specialized agency could also serve as a center for technological development and research relating to the management of BBL and lobster aquaculture. He expressed confidence that the establishment of such a specialized agency would enable the management of BBL to be carried out in a more efficient, transparent, and equitable manner, benefiting both fishers and business actors.
