The government and the House of Representatives of the Republic of Indonesia (“DPR RI”) are discussing the acceleration of the one map policy. There is a proposal to create an omnibus law related to land and spatial planning to resolve land conflicts in forest areas.
“We need comprehensive improvements related to land issues. This is impossible without revising existing norms. We recommend codification or an omnibus law in the land and spatial planning sector,” said Rifqinizamy Karsayuda, a member of the Special Committee (Pansus) of Agrarian Reform of the DPR RI.
The consolidation of a number of laws into a single regulation is considered effective in resolving conflicts related to forest areas and land outside forest areas. So far, each ministry has referred to its respective sectoral regulations to resolve conflicts that have resulted in legal uncertainty.
The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (“ATR/BPN”), Nusron Wahid, emphasized the government's commitment to finalizing the single map policy before 2028 as a solution to various agrarian issues that have arisen due to overlapping spatial data. “We have two years to complete it. So that by 2029, there will be no more agrarian conflicts,” he said.
