Rapermen on Rispamnas Integrates Drinking Water and Wastewater Management

The Ministry of Public Works (“PU”) is currently preparing a Draft Regulation of the Minister of Public Works (Rapermen) on the 2026–2045 National Master Plan for Drinking Water Supply Systems (Rencana Induk Sistem Penyediaan Air Minum Nasional -“Rispamnas”). One of the new policies introduced under the proposed regulation is to promote a comprehensive transformation of water management through the integration of drinking water services and domestic wastewater treatment.

Dibyo Saputro, Head of the Budget Program Planning Subdirectorate of the Ministry of Public Works’ Directorate of Drinking Water, explained that the integration is designed to address the limited availability of raw water sources and to prevent environmental pollution that could result in significant increases in water treatment and production costs. By integrating water governance from upstream to downstream, drinking water service providers will be encouraged to assume greater responsibility for controlling the quality of wastewater discharged.

“Next is the integration of drinking water and wastewater management. Conceptually, the main objective is to create conditions under which those responsible for water treatment also take into account the pollution they generate,” he said.

The integrated regulation is expected to accelerate the achievement of the targets set out in the 2025–2045 RPJPN, namely 100% access to piped, ready-to-drink water for urban households. In addition, integrating drinking water management and wastewater sanitation will provide an important foundation for establishing a healthier and more efficient joint water services management institution.
