The Association of Indonesian Refillable Drinking Water Depot Association (Asdamindo) is urging the government to immediately finalize the revision of Decree of the Minister of Industry and Trade No. 651/MPP/Kep/10/2004 (“Decree 651/2004”) on Technical Requirements for Refillable Drinking Water Depots (DAMIU). Asdamindo Chairman Erick Garnadi said that this revision is urgent due to the separation of agencies and changes in the bureaucratic system.
“The input is actually that there are now several regulations, including from the Ministry of Industry and Trade, which have been separated,” Erick told Hukumonline.
Erick explained that discussions have been held frequently between business actors and the Ministry of Industry. He confirmed that the results of the discussions point to the regulation of the refillable drinking water depot industry being governed by a new Regulation of the Minister of Industry.
“The revised Decree is directed towards a Regulation of the Minister,” he explained.
The revision is driven by the adaptation of a new licensing system, more extensive licensing improvements, and the reinforcement of brand protection. He emphasized the importance of protection for brand owners as well as certainty for refill operators to avoid conflicts of interest.
