The government will amend Regulation of the President No. 35 of 2018 on Acceleration of Construction of Waste-to-Energy Processing Installation Based on Environmentally Friendly Technology (“ Perpres 35/2018 ”).
This revision focuses on waste-to-energy processing by using environmentally friendly technology. This is related to the national waste volume that reaches 56 million tons per year, with more than 40% being unmanaged, especially at the regional government level.
"Later, the regulation of business process stages will be shortened, and regional governments will no longer have to pay tipping fees," said Nani Hendiarti, Deputy for Food Affordability and Safety Coordination of the Coordinating Ministry for Food Affairs, to Hukumonline.
The business process stages in the previous rules tend to be long, complex, and involve many parties in the development of waste-to-energy management projects, especially Waste-Fueled Power Plants (Pembangkit Listrik Tenaga Sampah– " PLTSa ").
The tipping fee for regional government will be abolished, and in exchange, the local government must prepare land and commit to waste management. Regional governments are also encouraged to improve upstream infrastructure and facilities, particularly in waste collection.
“They must also allocate a budget for improving or collecting waste,” she added.
