The Ministry of Marine Affairs and Fisheries (“KKP”) will soon issue a regulation related to the amendment of Regulation of the Minister of Marine Affairs and Fisheries No. 10 of 2021 on Standards for Business Activities and/or Standards for Products/Services in the Organization of Risk-Based Business Licensing in the Marine Affairs and Fisheries (“Regulation 10/2021”). This policy that is the derivative regulation of Regulation of the Government No. 28 of 2025 (“Regulation 28/2025”) on Risk-Based Business Licensing (PBBR) is targeted to be implemented in early 2026.
“Currently, it is in the public consultation and harmonization stage at the Ministry of Law and Human Rights,” said Agustin Murbaningsih, Marine Services Analyst at the Directorate-General of Marine Management of the Ministry of Marine Affairs and Fisheries, to Hukumonline.
This regulation of the minister provides legal certainty for the implementation of business licensing in the field to obtain business licensing and fulfill obligations, including the Fish Distribution Implementation Certificate (“SPDI”), Processing Feasibility Certificate (“SKP”), and Hazard Analysis and Critical Control Points (“HACCP”).
The regulation also details the Indonesian Standard Industrial Classification (“KBLI”) for the sub-sectors of processing, marketing, and post-harvest services for fishery products at the KKP.
