Efforts to utilize waste as fuel or waste-to-energy are hampered by inadequate regulations. Fajar Budiono, the Secretary General of the Indonesian Olefin, Aromatic and Plastic Industry Association (INAPLAS), stated that the absence of permits and regulations is an obstacle to the development of alternative Fuel Oils (Bahan Bakar Minyak - “BBM”) such as pyro oil which derives from plastic waste.
According to him, regulatory support for pyro oil has significant potential, both as an alternative BBM and as a mixture in biodiesel.
"Regarding the existing ones, we will wait for the waste-to-energy pyro oil, which is already abundant. However, it's just constrained by regulations. If it is sold as fuel, it will need to comply with those regulations," said Fajar.
Meanwhile, Eniya Listiani Dewi, the Director-General of New, Renewable Energy and Energy Conservation (“EBTKE”), stated that she is ready to provide certainty regarding permits and regulations for the development of fuel from waste. According to her, as long as there is an off-taker party that absorbs the alternative BBM product, the Ministry of Energy and Mineral Resources (Energi dan Sumber Daya Mineral - “ESDM”) is prepared to facilitate this process.
"The Deputy Minister has also directed that, as long as there is an off-taker, permission can be granted to process plastic waste into new fuel," explained Eniya.
