The government is finalizing a Draft Regulation of the Minister of Finance (“Regulation”) on Procedures for the Settlement of Health Insurance Premium Arrears through Cuts in General Allocation Funds (“DAU”) and/or Revenue Sharing Funds (“DBH”) (“Draft Regulation”). This regulation updates and refines previous provisions to ensure that the mechanism for settling health insurance premium arrears can run more effectively and accountably.
“This Draft Regulation covers provisions on various general provisions, as well as the determination of arrears amounts, DAU and/or DBH deductions, and transitional provisions,” said Unan Pribadi, Director of the Harmonization of Laws and Regulations III (“HPP III”) of the Directorate-General of Laws and Regulations (“DJPP”) of the Ministry of Law to Hukumonline.
Through this new regulation, the government seeks to strengthen the legal basis for the process of determining the amount of arrears, the procedures for DAU and/or DBH deductions, and to emphasize the responsibilities of various parties in settling contribution arrears. Moreover, health insurance contributions are a sum of money paid regularly by participants, employers, and/or the central and regional governments, which play an important role in ensuring the sustainability of the National Health Insurance (JKN) program.
“It is still in the harmonization stage with the Inter-Ministerial/Institutional Committee,” he added.
