Regulations on the Termination of Cirebon 1 Coal-Fired Power Plant Await Funding Revision

Director-General of New, Renewable Energy and Energy Conservation (“EBTKE”), Eniya Listiani Dewi, has confirmed the readiness of regulations for the project to terminate operations. The Cirebon I coal-fired power plant (“PLTU”) Cirebon I will be retired early before reaching its planned lifespan.

Following the road map for early retirement of PLTU as regulated in Regulation of the Minister of Energy and Mineral Resources (“ESDM”) No. 10 of 2025 on the Road Map for Energy Transition in the Electricity Sector (“Regulation 10/2025”), the follow-up to the project, according to Eniya, is awaiting the completion of funding regulations being drafted by the Ministry of Finance.

“The Ministry of Finance is actually just finishing the funding regulations for the early retirement of the Cirebon 1 PLTU,” said Eniya.

The Ministry of Finance is currently revising Regulation of the Minister of Finance No. 103 of 2023 on the Provision of Fiscal Support through the Funding and Financing Framework for the Acceleration of Energy Transition in the Electricity Sector (“Regulation 103/2023”). This revision focuses on blended financing schemes, particularly for the early retirement project of the Cirebon 1 PLTU.

Regarding replacement energy, Eniya explained that a number of Renewable Energy (“EBT”) options have been prepared. The replacement EBT consists of: solar power, wind power, battery power, and waste power. Later, the EBT will be combined with low-carbon energy such as gas.
