Iqbal Shoffan Shofwan, Director-General of Domestic Trade at the Ministry of Trade, confirmed that a number of provisions will be retained in the revision of Regulation of the Minister of Trade No. 23 of 2021 on Guidelines for the Development, Management, and Guidance of Shopping Centers and Self-Service Stores, as amended by Regulation of the Minister of Trade No. 18 of 2022 (collectively referred to as “Regulation 23/2021”).
“Most of the substantive provisions remain unchanged,” Iqbal told Hukumonline.
Iqbal added that zoning regulations are among the rules that have not been altered in the draft of the new regulation. In addition, other provisions that still refer to the old rules include partnerships with Micro-, Small-, and Medium-Scale Enterprises (“UMKM”), provisions prioritizing domestic products, and the principle of fair trade between convenience store operators and suppliers.
Iqbal confirmed that discussions are still ongoing and the substance of the rule revision is still evolving. “We are still accepting feedback,” he said.
