
Repeals Two Old Regulations, KLH Finalizes Draft Regulation on National Waste Management Policy and Strategy

The Ministry of Environment (“KLH”) is currently completing work on a Draft Regulation of the President ("Draft Regulation") on National Waste Management Policy and Strategy. The new regulation will undoubtedly repeal two existing Regulations of the President, specifically Regulation of the President No. 97 of 2017 on National Policy and Strategy for the Management of Household Waste and Similar Household Waste ("Regulation 97/2017") and Regulation of the President No. 83 of 2018 on the Handling of Marine Waste on the Handling of Marine Waste ("Regulation 83/2018").
"Yes, both of these Regulations will be revoked and merged into one," said Deputy for Waste and Hazardous and Toxic Substances Management at the KLH, Vinda Damayanti Amansyah.
Vinda explained that the new Regulation is the result of an evaluation of the implementation of waste management from upstream to downstream. There are four updates in the Draft Regulation that is being prepared, including the establishment of Packaging Recovery Organizations ("PRO"), the establishment of the National Waste Management Coordination Team, the synchronization of the RPJMN target, the integration of the central and regional levels, as well as supervision and administrative sanctions.
Vinda ensured that the new regulation that is being prepared will be in line with the waste-to-energy policy that has been regulated in a separate Regulation of the President. She revealed that there are special provisions in the draft that also regulate the downstream process of waste management into energy.
The drafting process has entered the final stage after the Inter-Ministerial Coordination and harmonization. The Draft Regulation, according to Vinda, will soon be submitted to the State Secretariat for the promulgation process.
