The Ministry of Environment is finalizing the revision of Regulation of the Minister of Environment and Forestry No. 12 of 2024 on the Implementation of Nationally Determined Contributions in Handling Climate Change (“Regulation 12/2024”). This regulation serves as the implementing regulation for Regulation of the President No. 110 of 2025 (“Regulation 110/2025”) on the Implementation of the National Economic Value of Carbon (“NEK”) Instrument and National Greenhouse Gas (“GHG”) Emission Control.

Director of Climate Change Mitigation Haruki Agustina stated that the revision process for this regulation has entered the review stage at the Ministry of Law. “The revised NEK Regulation, including its implementing regulation of Regulation 12/2024, is currently under review at the Ministry of Law,” said Haruki.

This regulation serves as a guideline for sectoral ministries and agencies in preparing reports on the implementation of climate action. Sectoral reporting formats are also directed to follow the appendices as set out in Regulation 12/2024 to ensure data consistency. The revision was conducted to improve the existing reporting guidelines.

In addition, the revision was conducted to support the operations of the National Climate Change Control Registry System (“SRN PPI”), which integrates climate action reporting from the central level down to the regency/city government level.
