Revised National Spatial Plan Regulation Nears Enactment as the Ministry of ATR/BPN Begins Preparing Implementing Regulations

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional – “ATR/BPN”) has commenced the preparation of implementing regulations for the revised Government Regulation (“RPP”) on the National Spatial Plan (Rancangan Peraturan Pemerintah tentang Rencana Tata Ruang Wilayah Nasional – “RTRWN”). The draft regulation is currently undergoing the promulgation process at the Ministry of State Secretariat (Kementerian Sekretariat Negara – “Kemensetneg”).

Suyus Windayana, Director General of Spatial Planning at ATR/BPN, stated that the revised RPP on RTRWN is expected to amend several implementing regulations. These include Presidential Regulations governing the Spatial Plans for Island and Archipelagic Regions, National Strategic Areas, and National Border Areas. 

"Several implementing regulations have already entered the deliberation stage, particularly those concerning spatial plans for national strategic areas and border areas," Suyus told Hukumonline.

The RPP on RTRWN is intended to integrate land, marine, airspace, and subsurface spatial planning within a single national planning framework. The regulation will also be aligned with Law No. 59 of 2024 on the National Long-Term Development Plan (Rencana Pembangunan Jangka Panjang Nasional – “RPJPN”) for 2025–2045. According to Suyus, the revision is expected to better accommodate national priorities relating to food and energy security, downstream housing development, as well as disaster risk mitigation and climate change.
