The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (“ATR/BPN”) is finalizing a draft regulation of the government on National Spatial Planning (“RTRWN”) to strengthen spatial governance. This regulation is a revision of Regulation of the Government No. 26 of 2008 on the RTRWN, as amended most recently by Regulation of the Government No. 13 of 2017 (collectively referred to as “Regulation 26/2008”).
“This is currently in the process of harmonization towards the realization of OSPP (One Spatial Planning Policy) which integrates land, sea, air, and underground space into a single spatial planning document,” said Director-General of Spatial Planning Suyus Windayana.
The content of the second revision of Regulation 26/2008 is aligned with Law No. 59 of 2024 (“Law 59/2024”) on the 2025-2045 National Long-Term Development Plan (“RPJPN”). The revision is expected to accommodate issues of food and energy security, downstreaming, housing, and disaster and climate change mitigation.
In addition, Suyus added that the Ministry of ATR/BPN is accelerating the preparation of the Detailed Spatial Plan (“RDTR”).
“The RDTR is a gateway to the business climate, accelerated licensing, and regional development,” he added.
