The process of formulating the Draft Regulation of the Government (Rancangan Peraturan Pemerintah – “RPP”) No. 21 of 2021 on the Implementation of Spatial Planning (“PP 21/2021”) is nearing completion. Chriesty Elisabeth Lengkong, Director for Regional Spatial Planning Development Region II at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, stated that the RPP has completed the harmonization stage.
“The Government Regulation has completed the harmonization process and is now awaiting enactment by the President,” Chriesty said.
According to Chriesty, the revision of PP 21/2021 serves as regulatory support for regional governments in revising Regional Spatial Planning (Rencana Tata Ruang Wilayah – “RTRW”). The revision is intended to allow provincial and regency/city governments to revise their RTRW partially and within a more flexible timeframe, without having to wait for 5 years.
Regional RTRW are being revised to protect agricultural land under the national food security policy, which targets that 87% of Designated Rice Field Areas (Lahan Baku Sawah – “LBS”) be designated as Sustainable Food Agricultural Land (Lahan Pertanian Pangan Berkelanjutan – “LP2B”) by 2029.
