The Ministry of Marine Affairs and Fisheries (“ KKP ”) is currently drafting a Regulation of the Minister to amend Regulation of the Minister of Marine Affairs and Fisheries No. 1 of 2025 on Procedures for the Organization of Carbon Economic Value in the Marine Affairs Sector (“ Permen KP 1/2025 ”). This regulation is a derivative of Regulation of the President No. 110 of 2025 (“ Perpres 110/2025 ”) on the Implementation of Carbon Economic Value Instruments (Nilai Ekonomi Karbon- “ NEK ”) and National Greenhouse Gas (Gas Rumah Kaca-“ GRK ”) Emission Control.
“Perpres 110/2025 serves as the foundation for the revision and refinement of the Permen,” stated Hendra Yusran Siry, Expert Staff to the Minister for Ecology and Marine Resources at KKP.
Hendra explained that the revision of Permen KP 1/2025 will be grounded on the mandates specifically set forth in several articles of Perpres 110/2025, including Article 55, Article 59, and Article 65. Pursuant to these mandates, the points of the revision will provide detailed regulations concerning the implementation of NEK instruments and the business processes for carbon trading in the marine affairs and fisheries sector.
In addition, the revision further regulates the mechanism for inputting data into the Carbon Unit Registry System (Sistem Registri Unit Karbon- “ SRUK ”), the alignment of the Measurement, Reporting, and Verification (“ MRV ”) mechanism, and the establishment of institutions for validation and verification. The revision process is currently underway and is expected to be completed by the middle of this year.
