Revision of PP 27/2021 to Integrate Verification of API-U and API-P

The Ministry of Marine Affairs and Fisheries (Kementerian Kelautan dan Perikanan – “KKP”) has proposed a revision to Government Regulation No. 27 of 2021 on the Organization of Marine Affairs and Fisheries Sector (“PP 27/2021”).

The Director of Marketing at KKP, Erwin Dwiyana, stated that the revision aims to integrate the authority to verify business actors’ proposals holding the General Importer Identification Number (“API-U”) and the Producer-Importer Identification Number (“API-P”) in the process of determining demand and supply plans, with such authority to be transferred to KKP.

“This is currently a key concern and is being discussed rapidly for the revision of PP 27/2021,” said Erwin.

Furthermore, Erwin explained that the revision of PP 27/2021 is related to several provisions previously regulated under Regulation of the Minister of Marine Affairs and Fisheries (“Minister”) No. 14 of 2024 on the Preparation of the Fisheries Commodity Balance Plan (“PermenKP 14/2024”). In its proposal, KKP has put forward at least three main amendments to PP 27/2021.

First, the removal of provisions concerning prospective broodstock, broodstock, fish seeds, and pearl nuclei commodities. Second, adjustments to document completeness requirements to align with regulations that refer to the 2025 Indonesian Standard Industrial Classification (“KBLI 2025”). In addition, a new requirement will be introduced in the form of a Fish Distribution Certificate (“SPDI”) for API-U business actors. Third, adjustments to provisions on the use of imported commodities to accommodate the needs of API-P.

Erwin emphasized that the amendments will not only apply to PP 27/2021 but also to several of its implementing regulations.
