Revision of PP 96/2021 Improves Mining Governance

The Ministry of Energy and Mineral Resources (ESDM) is currently revising Regulation of the Government No. 96 of 2021 on the Implementation of Mineral and Coal Mining Business Activities (“ Minerba ”), as amended by Regulation of the Government No. 25 of 2024 (collectively referred to as “ PP 96/2021 ”). Hendra Gunawan, Director of Director of Environmental Engineering for Mineral and Coal Mining, stated that the revision is an adjustment in response to Law No 2 of 2025 on the Fourth Amendment to Law No. 4 of 2009 on Mineral and Coal Mining (collectively referred to as “ Law 4/2009 ”).

“We are currently revising PP 96/2021,” he stated.

In the revision of PP 96/2021, Hendra explained that the aim is to improve governance in Minerba mining, strengthen the enforcement of legal aspects, and provide business facilitation in the Minerba mining sector. The revision is expected to address the issue of illegal mining, which remains a primary focus of the government.

“In essence, we want to create ease and alignment with current conditions, and to prevent any violations,” he emphasized.
