Revision of Regulation 8/2021 to Regulate 7 KBLIs for Forest Product Processing

The Ministry of Forestry ("Kemenhut") confirmed that the discussion process regarding the revision of Regulation of the Minister of Environment and Forestry No. 8 of 2021 on Forest Arrangement and Formulation of Forest Management Plans, as well as Forest Utilization in Protection Forests and Production Forests, as amended by Regulation of the Minister of Forestry No. 23 of 2025 (collectively referred to as "PermenLHK 8/2021"), is still ongoing. The revision is being drafted to accelerate downstream development in the forestry sector.

"Regulations should not act as an obstacle, but rather as a catalyst to ensure that downstream development in the forestry sector progresses smoothly," stated Erwan Sudarianto, Secretary of the Directorate General of Sustainable Forest Management.

Ade Mukadi, Director of Forest Product Processing and Marketing Development, revealed that the amendment to PermenLHK 8/2021 is necessary to align with the provisions of Government Regulation No. 28 of 2025 on the Implementation of Risk-Based Business Licensing regarding the transfer of authority over licensing for forest product processing industry from the Kemenhut to the Ministry of Industry. According to him, the new regulation will govern the remaining 7 Indonesian Standard Industrial Classifications ("KBLI") following this shift in authority.

"Regarding the shift in authority from the Kemenhut to the Ministry of Industry, our primary focus will be on these 7 KBLIs," he added. 

The 7 KBLIs to be regulated under the revision of PermenLHK 8/2021 consist of: wood processing industry, wood preservation industry, rattan processing industry, rattan preservation industry, firewood processing industry, and wood pellet industry.
