The Draft Bill on Climate Change Management (“RUU PPI”) is planned to be consolidated with the revision of Law No. 32 of 2009 on Environmental Protection and Management (“Law 32/2009”). This step is taken to avoid regulatory overlaps, considering that the substance of both regulations is closely related.
“The two laws will be consolidated,” stated Bob Hasan, Chairperson of the Legislative Body (“Baleg”) of the House of Representatives of the Republic of Indonesia (“DPR RI”), to Hukumonline.
Through this consolidation, the Government and the DPR RI aim to integrate regulations related to climate change, including carbon trading mechanisms. In addition, the regulation is also intended to simplify licensing as well as environmental risk management.
