Revision of the KIP Law to Reform Information Dispute Resolution and Accelerate the Digitalization of Public Services

The Government, through the Ministry of Communication and Digital Affairs ("Komdigi"), has emphasized that the revision of Law No. 14 of 2008 on Public Information Disclosure ("KIP Law") has become an urgent necessity in light of evolving public governance and the digitalization of information. The revision is also intended to improve service efficiency by implementing electronic systems for public information requests and dispute proceedings.

Minister of Communication and Digital Affairs ("Minister"), Meutya Hafid, stated, "The revision of the KIP Law is essential to strengthen the governance of public information disclosure in a manner that is adaptive to technological developments, while also promoting reforms to the information dispute resolution mechanism and accelerating the digitalization of public information services."

The proposed revision has been included in the National Legislative Program ("Prolegnas") and is intended to introduce comprehensive substantive amendments, with deliberations targeted to commence in 2027. The proposed amendments include strengthening the digitalization of public information services, reforming the information dispute resolution mechanism, expanding the scope of eligible information applicant, and harmonizing the KIP Law with Law No. 27 of 2022 on Personal Data Protection ("PDP Law") and Law No. 1 of 2024 on the Second Amendment to Law No. 11 of 2008 on Electronic Information and Transactions (collectively referred to as "EIT Law").

The Minister further emphasized, "We aim to complete the revision as soon as possible, because access to information is one of the fundamental human rights."
