Revision of the Perpres on One Map Policy Proposed to Strengthen Geospatial Governance

The Government, together with the Geospatial Information Agency (“BIG”), is calling for an evaluation and revision of Regulation of the President No. 23 of 2021 on the Amendment to Regulation of the President No. 9 of 2016 the Acceleration of the Implementation of the One Map Policy at a Map Scale Accuracy Level of 1:50,000 (“Perpres 23/2021”). The measure is considered urgent to strengthen the governance of national geospatial data, which has faced institutional challenges and a decline in the effectiveness of implementation in practice.

The call for revision has arisen because the regulation is considered to have become ineffective in overseeing the synchronization of data among ministries and government agencies. One of the main factors contributing to this situation is the elimination of the organizational unit responsible for carrying out the secretariat and coordination functions of the One Map Policy following the reorganization of ministries.

“Perpres 23/2021 remains in force, but we consider it to be no longer effective because the chair of the One Map Policy, namely the Coordinating Minister for Economic Affairs, is no longer responsible for the One Map Policy, and no successor has yet been designated to oversee it,” said Mohamad Arief Syafi’i, Acting Head of BIG.

Another weakness of Perpres 23/2021 is that it does not establish a deadline for the completion of its implementation, unlike the previous regulation, which stipulated a clear timeframe. Meanwhile, the target for Thematic Geospatial Information has expanded from 151 thematic datasets involving 23 ministries/agencies to 310 thematic datasets involving 42 institutions.

In addition to updating the regulation of the president, it has also been proposed that the provisions governing the One Map Policy be integrated into Draft Bill on One Data Indonesia to ensure legal certainty and the continued integration of national geospatial data.
