RPerpres on AI Roadmap Promotes the Establishment of a National Observatory and Cross-Sectoral Sandboxes

The Ministry of Communication and Digital Affairs (“Komdigi”) is currently finalizing a strategic regulatory framework through Draft Regulation of the President on the National Artificial Intelligence Roadmap for 2026–2029 (“RPerpres on AI Roadmap”). This initiative is intended to respond to the rapid development of autonomous and semi-autonomous intelligent systems, with a view to maximizing the potential of the digital economy while mitigating social, legal, and national security risks.

“The 2026–2029 AI Roadmap will serve as a strategic framework and mandatory guideline for ministries and government agencies (K/L), as well as regional governments, in formulating sectoral policies,” said Muchtarul Huda, Director of Digital Space Supervision Strategy and Policy at Komdigi, in an interview with Hukumonline.

According to documents obtained by Hukumonline, the Roadmap will also establish a National AI Coordination Task Force, as well as a National AI Observatory and Redress Tracker, which will serve as a collaborative, multi-stakeholder ethics hub. In addition, RPerpres promotes the introduction of innovative financing instruments, such as a Sovereign AI Fund to be managed by Danantara Indonesia, an open cross-sectoral sandbox platform, and a target of developing 45,000 AI professionals annually through the Digital Talent Scholarship (“DTS”) and Artificial Intelligence Talent Factory (“AITF”) programs.
