The Government is drafting Regulation of the President (Perpres) on waste management. This regulation reinforces the rules on Extended Producer Responsibility (EPR), namely the obligation of producers for their products and packaging.
“A new Perpres on waste management is currently being prepared. The EPR provisions will be strengthened, including the introduction of a payment imposed on producers when they manufacture packaging,” said Assistant Deputy for Circular Economy and Environmental Impact, Rofi Alhanif.
The regulation also introduces eco-modulation, under which producers are charged lower fees when they use environmentally friendly materials for their products. The government will later expand the ecosystem needed to support the implementation of this policy.
Provisions on EPR were previously regulated under Regulation of the Minister of Environment and Forestry No. P.75/MENLHK/SETJEN/KUM.1/10/2019 on the Roadmap for the Reduction of Waste by Producers (“PermenLHK 75/2019”). However, this regulation has not been effectively implemented because it remains voluntary in nature.
“Hopefully, the Perpres will be issued by the end of this year and can begin to be implemented next year,” he added.
