Strengthening the Warehouse Receipt System, Ministry of Trade Finalizes Regulations

The Ministry of Trade (“Ministry”) is preparing a number of measures to improve the effectiveness of the Warehouse Receipt System (“SRG”) in supporting the Desa Bisa Ekspor (Villages Can Export) program. The Minister of Trade (“Menteri”), Budi Santoso, said that this strengthening will be conducted through regulatory updates and optimization of private sector involvement.

“In order to secure the domestic market, we are focusing on improving the SEG program by optimizing the role of the private sector and finalizing regulations,” said Budi.

The Ministry is currently finalizing new regulations regarding SRG guarantee institutions. The formulation of these new regulations is in accordance with the mandate of Regulation of the Government No. 29 of 2022 on the Amendment to Regulation of the Government No. 10 of 2014 on Requirements and Procedures for Determining Warehouse Receipt Guarantee Implementing Institutions (collectively referred to as “Regulation 10/2014”)

The Ministry of Trade Government Regulation No. 29 of 2022 concerning Amendments to Government Regulation No. 10 of 2014 on Requirements and Procedures for Determining Warehouse Receipt Guarantee Implementing Institutions (collectively referred to as "Regulation 10/2014").

In addition to regulatory updates, private sector involvement will be strengthened to expand the use of SRG warehouses and improve business actors' access to export markets. The Ministry will also add leading commodities that can be stored in SRG warehouses to support export programs, accompanied by an increase in the competence of managers to strengthen the regional-based trade ecosystem.
