
The Ministry of Energy and Mineral Resources Prepares Regulation to Expand Solar Power Plants

The Ministry of Energy and Mineral Resources (Energi dan Sumber Daya Mineral – “ESDM”) is currently drafting a new ministerial regulation that governs the implementation of Solar Power Plants (Pembangkit Listrik Tenaga Surya – “PLTS”) with a broader scope. The Director General of New, Renewable Energy and Energy Conservation (Energi Baru Terbarukan dan Konservasi Energi – “EBTKE”), Eniya Listiani Dewi, stated that they are in the process of formulating a ministerial regulation for PLTS that will apply to all types of installation locations.
“The ministerial regulation regarding PLTS is still under discussion. It will cover all types of PLTS,” said Eniya.
Eniya confirmed that the new regulation will cover PLTS including rooftop, ground-mounted, and floating PLTS. Key points in the new regulation include certainty around quota requirements and installation locations. As for the installation quota, which was previously regulated under regulation on rooftop PLTS, the new regulation has yet to determine how the quota mechanism will be applied.
“Some require a quota, others need certainty regarding location,” she added.
