The Ministry of Finance Prepares a More Adaptive PNBP Tariff Scheme

The Ministry of Finance (“Kemenkeu”) is currently formulating a Draft Regulation of the Minister of Finance (“RPMK”) on Tariffs and Types of Volatile Types of Non-Tax State Revenue (“PNBP”), which will apply to all PNBP-managing agency. Tio Serepina Siahaan, Head of the Legal Bureau, Secretariat General of the Ministry of Finance, explained that regulations on volatile PNBP could serve as an important instrument in maintaining the country's fiscal balance.

“This RPMK follows up on the provisions of Article 8 paragraph (1) of Regulation of the Government No. 69 of 2020 regarding Procedures for Determining Tariffs for Types of PNBP (“PP 69/2020”), to optimize the potential state revenue without disrupting economic stability or legal certainty,” Tio told Hukumonline.

PNBP is one of the main sources of state financing. However, certain types of PNBP have volatile characteristics, meaning their value may fluctuate significantly due to external factors such as global market prices, exchange rates, or market demand. The determination of volatile tariffs requires adjustment at least once a year.

“It is currently in the harmonization stage,” Tio added.
