The Ministry of Marine Affairs and Fisheries Prepares Draft Regulation of the President on Zoning of National Strategic Areas for Blue Carbon

The Ministry of Marine Affairs and Fisheries (“KKP”) is currently preparing a Draft Regulation of the President (“Draft Regulation”) on the Zoning Plan for Certain National Strategic Areas (“RZ KSNT”) for the implementation of blue carbon. Tendi Guhaja, Head of the Blue Carbon RZ KSNT Working Group at the Directorate-General of Marine Spatial Management (“PRL”), stated that the Draft Regulation is being drafted as a long-term plan spanning up to 20 years.

“Since this is a 20-year planning document, the regulations stipulate that this plan can be reviewed at least once every five years,” said Tendi.

Tendi explained that the content of the Draft Regulation on the Blue Carbon RZ KSNT includes management objectives through protection and emissions scenarios, policies and strategies, spatial structure plans, and spatial pattern plans. In the Blue Carbon RZ KSNT currently being prepared, there are three designated zones: the core zone, which is the area where blue carbon ecosystems are located and serves as the primary focus for protection, rehabilitation, and restoration;

Next is the buffer zone, which surrounds the core zone to support the ecosystem’s sustainability and minimize the risk of external damage. Finally, there is the surrounding zone, which encompasses existing land-use areas that impact the sustainability of the core zone.
