The Government is currently drafting Regulation of the President on National Logistics (“ RPerpres ”) while simultaneously revising Regulation of the President No. 44 of 2018 on Indonesia National Single Window (“ Perpres 44/2018 ”) in order to strengthen the legal framework for the integration of export–import services. This initiative is in line with the mandate of Regulation of the Government No. 28 of 2025 on the Organization of Risk-Based Business Licensing (“ PP 28/2025 ”), which requires the integration of systems between the Indonesia National Single Window (“ SINSW ”) System and the Online Single Submission (“ OSS ”) system.

“Both regulations are necessary. Their current status is under discussion and inter-ministerial/agency harmonization,” said Oza Olavia, Head of the National Single Window Agency (“ LNSW ”), in a statement to Hukumonline.

The primary focus of the regulation is to establish a digital ecosystem that is not merely administrative in nature, but also possesses legally binding authority across institutions (inter-agency). The objective is to reduce logistics costs and improve time efficiency in logistics processes, with a targeted improvement of 21–73% in the flow of goods at both seaports and airports.

“It is targeted to be completed this year as it has been included in the National Legislative Program,” he added.
